Let's shed some light on how International Caps Lock Day came to be. The dude who founded this day was Derek Arnold (who I presume is now 97 years old, or dead) back in 2000. He deemed October 22 as International Caps Lock Day and that people around the should type in all caps. But due to it's popularity, International Caps Lock Day is celebrated twice a year, the second day being June 28—which coincidentally is the same day "Infomercial King" Billy Mays died. The June 28 version of the International Caps Lock Day is pays tribute to him. How or why? I don't know.

The October 22 version of the International Caps Lock Day however is the more observed date. But for what it's worth, HAPPY INTERNATIONAL CAPS LOCK DAY!
And by the way, this date has it's own website called capslockday.com. It has lots of pictures of Caps Lock keys, and if I'm not mistaken a photo of Snoop Dogg in a Santa suit.
